95/08 Minutes

It was RESOLVED that the Chairman sign the August minutes as a correct record.

Mrs Napton is experiencing flooding. A site visit to be organized to resolve the problem.

98/08 Public Participation

Mrs Morgan inquired if the original minutes and letters have been received back from Mr Willis. Clerk has since confirmed she has the originals.

Mr Spray spoke about detrunking the A595 and whether funds are available for local improvements.

Mr Walker inquired whether the DPC website could advise which political party a councillor supported. Mrs Walker asked why Cllr Curwen had to leave the room on mention of the Car Park and was advised that it was because he had been advised to by Debbie Storr.

Mrs Rigg asked if a person could be designated to keep the area by the skips tidy and was advised that the person who opened the toilets also tidied round the skips.

Mrs Hasley confirmed that Cllr Weeks did ask for advice from councillors regarding the cheque for £9.000.

Mrs Boydell-Smith and Mrs Thompson asked whether the recycling bins could be resited at Wreak End Quarry and were advised this was not possible.

Mr Welsh spoke with regard to the LDNPA and his desire for DPC to lobby for direct elections.

Mrs Boydell-Smith reported that the recent drop-in session about the bus timetable changes was a positive meeting and emails will be sent to all who attended.

Mrs Thompson asked about the car park and was advised that DPC were not in receipt of any plans yet but a notice should eventually go up and everyone would be able to see them.

Ms Townsend advised that nine people attended the recent Cumbria in Bloom meeting and everyone was welcome to participate. A problem with planting on roadside verges was currently ongoing. £250 was needed for purchase of bulbs.

101/08 Wilson Park

The pallets will be arriving for the bonfire. Cllr Batten or David Roe to be rung to determine where they should go. A notice is to be displayed requesting no mattresses.

Jenny Robinson has asked whether the school football team could use the park on Friday evenings, they will bring their own goal posts down with them.


102/08 Victory Hall

Cllr Weeks reported that business over the last two months had been very slow. Income for July was £417.45 and for August £689.60. The next meeting of the Victory Hall Management Committee was scheduled for the 6th October. The redecoration of the Rankin Room and other rooms upstairs is now finished. All that remains to be done is the Foyer.

 

103/08 The Square

Cllr George addressed several issues concerning The Square. The remaining horse chestnut tree is diseased and will not recover, the felling and planting of a replacement needs to be considered and the Precept committee should consider the financial implications.

The Queen’s Jubilee seat (NE corner of the Square) needs repainting.

The grit bin next to the bus shelter should be removed.

Laurel Cottage at the back of The Square is uninhabitable and has been unoccupied for many years. The planning officer should be consulted.

Latham House has not been painted externally for many years and despite correspondence with the owner, nothing has happened in recent times. It was decided the planning officer should not be consulted on this matter.


104/08 Affordable Housing

This matter was deferred until the next meeting, Cllr Curwen will then give an update.


105/08 The Sustainable Communities Act 2007

Cllr Weeks read a statement advising councillors of further information regarding this Act in preparation for the Government’s correspondence on the matter which is expected in October.


106/08 Councillors Reports

Cllr Barker advised that the new bus stop is to be located at the fire station.

Cllr Barker is a Trustee of the Gunson’s Arms charity and reported that all jobs were done and a small car park has been constructed.

Cllr Curwen advised that repairs to the rail track are complete. There was a good turn out at the recycling roadshow and plans are afoot to start recycling plastic and cardboard.

Cllr Knowles advised that signposts in Broughton are going rusty and in need of attention.


107/08 Date of Next Meeting

There being no further business the next meeting was set for Thursday 23rd October at 1930.
