DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 23 September 2004 in the Green Room, Victory Hall, Broughton-in-Furness

96/04 Minutes

It was RESOLVED that the Chairman sign the minutes as a correct record.

97/04 Matters arising

Re 86/04 item 935, Cllr Batten fed back on a meeting he had with Nigel Williams of the Forestry Commission at which he had viewed the plans and discussed the future management of Hardknott Forest. The Council welcomed the Forestry Commission’s proposals not to continue planting soft wood for harvesting and it was RESOLVED to support its plans to reinstate footpaths after recent felling and to plant hard woods for amenity purposes.

Re 94/04 iii), Cllr Batten fed back on a visit made to him in respect of verge maintenance by Judy Palmer, Cumbria County Council’s Environmental Officer. She is to recommend earlier and additional verge cutting in the Duddon Valley. The clerk will be provided with a future cutting schedule for the DPC area as soon as possible and she asks for Parish Councillors’ help in monitoring the contractors’ activities and reporting any failings. Judy is also to ask highways contractors to monitor, and where necessary enforce, the cutting back of overhanging trees. It was suggested that Cllr Glessal contact her about similar problems in the Woodland area.

Temporary road closure - Grizedale Forest

After considering the correspondence, it was decided to take the following action:

956 Clerk to write to John Bell with a copy to Tim Collins MP, in opposition to the traffic restriction order being made permanent

958 Council to support the permanent diversion of the footpath at Croglinhurst

99/04 Planning Applications

The following planning applications were recommended for approval:

SL/2004/0508 Eccle Riggs Hall Change of location of septic tank/sewage system from above ground level to below ground level

SL/2004/1227 Fox Moss Cottage, Foxfield Single storey side extension

7/2004/5628 Low Kiln Bank, Ulpha Alterations to house with roof extensions and roofed canopy over gateway

The following application was also discussed:

SL/2004/1159 Land between Station Road Partial demolition of existing buildings, and Foxfield Road conversion of existing workshops to ten dwellings, erection of five new dwellings and erection of new doctors surgery

It was RESOLVED to oppose the overall site development plan on the grounds of inadequate parking provision. Plans would be acceptable if the proposed new dwellings numbers 13-15 were withdrawn and replaced with additional car parking.

100/04 Financial Matters

It was RESOLVED to pay the following from the main account:

E.On Energy Street lighting for August £31.89

Terry Chem icals per Victory Hall – paper towels £36.43

Rexel Senate per Victory Hall – strip light £2.12

J Clucas per Victory Hall – raffle prizes and locks £32.54

DJ Thomas per Victory Hall – labour (manager’s office completion) £60.00

Viking Direct per Victory Hall – stationery £86.21

101/04 Wilson Park

Cllr Hadwin outlined a number of minor repairs required to improve the safety of the play area which he had asked John Malyj to quote for. It was RESOLVED to accept the quote of £200.

The clerk reported that it had not been possible to identify a suitable replacement for the multi-activity centre. It was RESOLVED to look into replacing the seesaw instead. Cllr Webster undertook to take this on and to handle the application to LDNPA for funding under the Sustainable Development Fund.

102/04 Carpark

Cllr Curwen circulated plans for a carpark on land off Occupation Lane. Once the necessary document had been signed and returned by the landowner, the Chairman was to submit the completed application to LDNPA, along with the fee of £110. It was noted that assistance would be required to fund a carpark.

103/04 Fingerpost

It was noted that planning permission had not been sought to site the fingerpost on the corner of The Square. It was RESOLVED to monitor the situation but take no action at present.

104/04 Litter in Broughton

It was noted that no response had been received to the Council’s letter to Lawrence Conway, Assistant Director (Street Care). It was RESOLVED to write, with a copy of this letter, to Mike Jones, Acting Chief Executive of SLDC, requesting that the streets be swept properly by operatives working outside the vehicle.

It was noted that a number of complaints had been received from residents about the new domestic waste collection arrangements and the inadequacy of the fortnightly collection service. However, it was felt that there was nothing the Parish Council could do to change this. It was pointed out that orange bags could be obtained from SLDC for £1 and these would be collected every week. Cllr Curwen undertook to highlight to the authorities the health hazard posed by uncollected rubbish.

105/04 Any Other Business

i) Cllr Curwen reported that he had tackled Nick Raymond and Stuart Pate of CCC about verge maintenance. CCC had been treating and spraying verges and had undertaken to write to landowners where trees and hedgerows needed cutting back.

ii) Cllr Webster reported that the LDNPA councillors’tour was very worthwhile. He is hoping to get details of those who attended from other councils.

iii) Cllr Burch passed on information from a resident that people can ring 01539 718999 for medical assistance if the doctors surgery is shut.

iii) Cllr Curwen to pursue the problem of the broken wall and flooding at Rawfold.

iv) Cllr Curwen to ask SLDC to replace disabled toilet sign removed from the public conveniences.

106/04 Date of Next Meeting

There being no further business, the meeting closed at 9.20pm and the next meeting set for Thursday 28 October 2004.
