DUDDON PARISH COUNCIL Minutes of the meeting held on Thursday 28 October 2004 in the Green Room, Victory Hall, Broughton-in-Furness Present Cllr H J Barker (in the Chair), Cllr J Batten, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr B Hadwin, Cllr D Hoggarth, Cllr Mrs J Johnson, Apologies Cllr Mrs L Burch, due to a bereavement; Cllr Mrs E Knowles, due to a bereavement; Cllr R Webster, absent on holiday. Councillors noted the death of Cllr Burch’s father and agreed to send a letter of condolence. 107/04 Minutes It was RESOLVED that the acting Chairman sign the minutes as a correct record. 108/04 Matters arising Re 103/04 Cllr Barker expressed concern that the Parish Council might be liable for compensation claims if vehicles backed into the fingerpost. Re 105/04 Cllr Curwen reported that a letter had been sent to the owner of Rawfold, pointing out his responsibility for repairing the damaged wall. Adjournment of meeting for Public Discussion PC Howson reported a number of quad bike thefts in the Broughton and Grizebeck areas and called for public vigilance. One had been recovered by the Police. Thefts were taking place in broad daylight and any suspicions should be reported to the police. He advised securing such property to discourage its removal. PC Howson also reported a break-in at the petrol station in Market Street early on the morning of Friday 22 October. Mrs Morgan noted that the fingerpost sign to the Victory Hall was misleading, as it pointed down Brade Street. She also noted that leaves and gravel washed onto the road at Gawthwaite and near Meanfield were making the road surface dangerous. 109/04 Correspondence The clerk presented the following correspondence received:
After considering the correspondence, it was decided to take the following action: 969 Clerk to send letter of support for retaining the regional emergency fire control unit 972 Clerk to note the positive action and send copy of Mr Conway’s letter to Mr Spofforth 975 Clerk to respond suggesting bus times should not coincide with train times for a similar journey 992 Place the matter on next month’s agenda to consider a donation 110/04 Planning Applications The following planning application was recommended for approval: 7/2004/5663 17 Broughton Tower Estate Erect new storm porch to back door 111/04 Financial MattersIt was RESOLVED to pay the following from the main account:
The draft budget for the 2005/2006 precept was discussed. Since not all councillors were present, it was RESOLVED to defer a decision until the next meeting. 112/04 Wilson Park Cllr Hadwin reported that further work had been done to improve the safety of the play area since the latest inspection and outlined a number of items he was to attend to personally. It was reported that Barbara Rigg had made a generous donation for the purchase of a new oak seat for the park. It was noted that the path from the gate to the play area was very overgrown and it was suggested that Tom Glessal could clear it. 113/04 Carpark It was RESOLVED to establish from Mr Nicholson the exact area of land he was prepared to make available for a carpark and the proposed purchase price. Cllr Curwen undertook to obtain this information. A planning application could not be submitted until this had been done and the application fee confirmed. 114/04 Doctors surgery It was noted that at its meeting on 7 October SLDC’s planning committee had deferred a decision on the application to develop the Furness Supply site. It was understood this would be considered again on 11 November. Cllr Curwen reported that a site visit had taken place. The Parish Council had not been informed of this. Mr Churchill who had attended and addressed the meeting had contacted the clerk, expressing concern at the conduct of that committee meeting. He had the impression that members were given to understand that the Parish Council recommended approval. This was contrary to the letter sent to Development Control. It was RESOLVED to write to Mr Ridgway, Planning Services Manager, to ensure the Parish Council’s views were accurately presented. Councillors also expressed concern about the temporary closure two days a week and the inconvenience this was causing, and wanted to know when this would change. It was RESOLVED that the clerk should make an appointment with the practice manager to address the issues of new surgery premises and current surgery opening times. 115/04 Any Other Business After reports from each councillor, the following actions were requested: i) Clerk to write to Stuart Pate regarding outstanding verge and highway maintenance work in the Duddon Valley and Woodland and the ineffectiveness of the Highways Hotline ii) Clerk to write to Kevin Wilkinson of CCC regarding cutting back of trees on CCC land off Five Arches Road iii) Clerk to write to the Ministry of Transport requesting a 30 mph speed limit through Foxfield 106/04 Date of Next Meeting There being no further business, the meeting closed at 9.40pm and the next meeting set for Thursday 25 November 2004. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
