52/07 Minutes

It was RESOLVED that the Chairman sign the October minutes as a correct record.


53/07 Matters Arising

Peter Wallis has been working on Donkey Rocks and will be able to dedicate more time to them next year after retirement.

Barker Grave - tidying is undertaken ongoing basis, replacement of lettering maybe required in the longer term.
 

54/07 Adjournment of meeting for Public Discussion

Mrs Morgan reported that the temporary lights on the Duddon Bridge are not positioned very well to allow traffic flow. Although out of the Council’s area Joss Curwen undertook to deal with the matter.

Mrs Rigg spoke about the rubbish left at holiday let properties, in particular Parkstile where orange bin bags await collect from Friday until Tuesday and so are attracting local wildlife.

It was agreed to put the appointment of a sub-committee to investigate obtaining information relating to ownership of land by DPC in order to make formal land registration on the next agenda.

 

56/07 Financial Matters

Schedules for payments and receipts together with Balance sheets for the financial years 2005-2006 and 2006-2007 were distributed for consideration. After all queries relating thereto were answered and the comments of the Internal Auditor reported, it was agreed that both sets of accounts should be approved. The Annual Returns for the two years were duly signed by the Chair and the Clerk and Minuted herewith. In addition an Internal Audit had been performed and the points raised were discussed. It was agreed that the next meeting of the Finance Sub-Committee should be on Monday 10th December at the Parsonage Room to review the 2007-2008 accounts to-date.

57/07 Christmas Tree

The tree will be erected on Tuesday 27th at 1.30pm. The utilization of cherry pickers was discussed and Peter Munday agreed to bring his scaffolding tower. John Batten will ask The Manor to cone off parking spaces that morning to ensure access. Further strings of lights have been purchased as a result of further fund raising by David Roe.

 

58/07 Traffic Restrictions

Graham George proposed writing to Mr Pickering at the Highways Dept at Cumbria C.C. regarding the increasing numbers of foreign articulated lorries following their Sat Nav into the village from the Wreaks End turn junction. The Council agreed that the Clerk should indeed write expressing their concerns.

 

59/07 Wilson Park

John Batten’s application to RUMIC had resulted in a £200 donation – the Clerk is to write a letter of thanks. Jeff Barker has made an application to Neighbourhood Forum and will be attending meeting on Tuesday. It was agreed to make up the balance required from the Wilson Park Playing Field Account and therefore the work quoted from Playsafe should now be commissioned.


 

60/07 AOB

Cllr Richard Weeks

The final version of the report commission by VHMC is about to be completed. Lawrence Sach would like to make a joint presentation to both VHMC & DPC before 18th December. Monday 10th was agreed at 7.30pm in the Parsonage Room. In future Minutes from VHMC will be distributed electronically by Clerk.

Cllr Graham George

Work on Broughton Mills bus shelter will commence next month. The speed gun has now been calibrated and there are eleven volunteers. A further training session will take place on Monday 3rd at 10.30am in the Parsonage Room. Also proposed a thank you letter to Ann Nixon for undertaking the internal audit in a such short timescale.

Cllr Peter Munday

Requested details be obtained of the proposed closure of the Broughton to Coniston road currently signposted. . Also reported that some drains from Croglinhurst to Middle Bleansley had been emptied with debris just left to one side which will just wash back into drains causing blockage and the machine turned round at Middle Bleansley instead of continuing to Low Bleansley. Also concerned over the very slippery nature of this road due to mud and leaves, road is used by motor bikes and needs urgent attention. Joss agreed to contact the relevant authorities in the morning.

Cllr Vera Glessal

The wooden road sign has been repaired. Requested information on reporting road kill. The telephone number is 584424 – SLDC at Ulverston who will come out and remove. Alan Garnett has two wall gaps from which bits of stone are falling into the road. Joss Curwen undertook to telephone Mr Garnett to advise.

Can & paper banks are full, bottle bank nearly full.

Cllr John Batten

Reported that the drains from Duddon Bridge to Ulpha Bridge have been sucked, some of them totally ineffectively, they are still blocked under the road and debris had just been scraped to the side by the drains.

Cllr Joss Curwen

Requested any information on the accidents on the A595 to be reported. Meeting with English Nature regarding unauthorised shooting on the Duddon Mosses, shot has landed on walkers. Also meeting with railway authorities to discuss car parking for Foxfield Station. The area for applying speed restriction has been identified.

Cllr Jeff Barker

Requested confirmation that the payment to the British Legion for the wreath had been arranged and provided details for the Clerk.

Clerk

Need to change meeting date in January due to Pantomime commitments. Agreed for Wednesday 16th January.

Mike Dearden has volunteered to continue hosting and updating the website. In view of the problems previously encountered during handovers, it was proposed accept his very kind offer and to pay the additional charge being levied by Freeola.

 

61/07 Date of Next Meeting

There being no further business the next meeting was set for Tuesday 18th December 2007 at 1930.
