DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 15 May 2003 in the Rankin Room, Victory Hall, Broughton-in-Furness

47/03 Election of Chairman and Vice Chairman

Each councillor present having completed a declaration of acceptance of office, it was RESOLVED unanimously that Cllr Burch should serve as Chairman for a further year and that Cllr Barker should serve as Vice Chairman for a further year.

48/03 Timing of meetings for forthcoming year

It was RESOLVED unanimously that meetings for the coming year should be held on the fourth Thursday of each month at 7.30pm unless otherwise arranged with due notice.

49/03 Filling of councillor vacancy

It was RESOLVED to display a notice on both notice boards in the village to advertise the vacancy for a councillor to represent Broughton West in place of Mrs Rosemary Read who had stood down. Councillors would also approach any interested parties known to them.

50/03 Minutes of the previous meeting

It was RESOLVED that the Chairman sign the minutes as a correct record.

51/03 Matters Arising

Re possible damage to the stocks in the square reported by a member of the public, Cllr Baker had inspected the stocks and found them to be secure.

Re 42/03, Cllr Hadwin had removed the rocking horse from the children’s play area in Wilson Park.

Re 44/03, Cllr Barker reported that the two ‘Village of the Year’ signs should have been ready but were still awaited.

No members of the public were present.

After considering the correspondence, it was decided to take the following action:

499 Clerk to write to John Spellar MP, with copy to Tim Collins MP, pressing for the A595 and the proposed Duddon crossing to be added to the itinerary for his visit.

514 Joss Curwen to arrange for views/information to be obtained from the NFU to enable the Council to input to Lord Haskins’ review of the Government’s rural policies.

515 Clerk to write again to Tim Collins MP, enclosing a copy of the reply from Kay Wilson of Morcambe Bay NHS Primary Care Trust, and updating him on the situation.

53/03 Planning Applications

54/03 Financial Matters

The clerk presented the final accounts for the year April 2002 – March 2003 which would form the basis for the Annual Return submission to the Audit Commission. These were APPROVED unanimously.

It was RESOLVED to pay the following from the main account:

Furness Plastics 2 x ‘Village of the Year’ signs £145.70

TXU Energi Street lighting invoice for April £31.53

Stannah Lift Services Ltd per Victory Hall lift servicing £88.13

Graeme McWilliam per Victory Hall plumbing and electrical work £94.00

Rexel Senate Ltd per Victory Hall electrical supplies £7.61

Rexel Senate Ltd per Victory Hall electrical supplies £53.19

Terry Chemicals Ltd per Victory Hall goods/services £15.18

The Council also authorised payment to Allianz Cornhill of the annual insurance premium (£325.17 - to be confirmed), which excluded cover for the two Duddon Valley TV transmitters, once the amount had been confirmed.

55/03 Wilson Park

Cllr Knowles reported that she was doing a sponsored 10 km run the following weekend on behalf of Wilson Park. So far she had £450 pledged.

Cllr Hadwin reported that he had purchased weedkiller and was to spray the weeds soon.

The following was RESOLVED:

1)    Clerk to write to Selwyn Wright, with a copy of the inspection report, to ask if members of his committee would be willing to undertake small maintenance and repair tasks in the children’s play area.

2)    Brian Hadwin to obtain estimate from John Malyj for repairing/refurbishing the aerial slide.

56/03 Traffic problems in Broughton

The clerk read out an e-mail received from Mr Mullen of Kepplewray Hill, requesting the Council’s response to a number of questions relating to traffic problems in and around Broughton. Councillors discussed each issue and briefed the clerk to respond to Mr Mullen.

57/03 Any Other Business

Cllr Batten reported that the surface of the two new bridges in the DuddonValley was still unsatisfactory and questioned whether the job had been signed off for payment.

Cllr Harrison reported a large stone at Gillet which was catching tyres and alloy wheels.

Cllr Hadwin reported a defective drain by Nigel Birkett’s premises – this had already been reported by Cllr Curwen.

Cllr Knowles reported: a) a tree in Robert Reid’s garden which was obscuring the Coniston/Torver signpost; b) the bus shelter being used as a WC; c) dog fouling in The Square and a loose dog in Eccle Riggs Lane and asked if action could be taken in each case.

Cllr Curwen reported the following: a) another surgery with Tim Collins MP would take place at the Victory Hall on Saturday 28 June from 2.00 – 5.00pm; b) he was to attend a Neighbourhood Forum meeting in Barrow and hoped to progress the setting up of a Neighbourhood Watch scheme in Broughton.

The following actions were requested:

i)    Cllr Curwen to refer to the Environment Agency the issue of asbestos dumped in bins near Stonestar in the Duddon Valley.

ii)    Cllr Curwen to investigate the erection of signs to deter dog fouling in the village.

iii)    Cllr Batten to check whether the drain by Hinning House had been fixed.

iv)    Clerk to report defective street light at Foxfield to Cumbria Contract Services.

58/03 Date of Next Meeting

There being no further business, the meeting closed at 9.00pm and the next meeting set for Thursday 26 June 2003.
