DUDDON PARISH COUNCIL

Minutes of the Annual General Meeting held on Thursday, 24 May 2001 in the
Rankin Room, Victory Hall, Broughton-in-Furness

Present

Minutes

RESOLVED that the Chairman sign, as a correct record, the minutes of the meeting of the Council held on 22 March 2001.

Declaration of Office of new Councillor

Mr D Hoggarth was introduced to the meeting and signed a Declaration of Office to become a Councillor for Seathwaite with Dunnerdale.

Election of Chairman and Vice Chairman

RESOLVED that Mrs L Burch be re-elected as Chairman for a further year - acceptance of office was duly signed.

RESOLVED that Mr J Barker be re-elected as Vice Chairman for a further year.

Timing of Meetings

RESOLVED that meetings be held every month on the 4th Thursday at 7.30, unless a change is approved at a previous meeting.

Adjournment of Meeting for Public Discussion

PC Fishwick reported that a conservatory had been broken in to and damaged. Police communications were now better, and should improve more.

Cllr Curwen said that a lorry load of carcasses, destroyed because of foot & mouth disease, had illegally parked on the verge on Kirkby Moor. The police reaction to this had been slow and they suggested that MAFF should be contacted. Cllr Curwen said that it should have been up to the police to deal with the situation.

Damage to some of the play equipment in Wilson Park was reported.

Matters Arising

Cllr Curwen was still looking further into the possibility of a paper bank, meanwhile he said that there was already one sited behind the newsagents in Kirkby.

Correspondence

Mr David Bannerman from Mouchel Amey had telephoned the Clerk to ask if the Council thought there had been problems with the gritting of the A595 last winter, as he had had a strong complaint from a member of the public. The Council’s opinion was that a good job had been done; Clerk to speak to Mr Bannerman to forward this opinion.

After considering the correspondence it was decided to take the following action:

112 Reply to say that no Golden Jubilee Medals would be purchased
121 Take advice from SLDC Legal Dept, and reply.

Planning Applications

The following planning information had been received:

opposed on same grounds as original application

5/01/0955 Unit 4, Foxfield Business Park Erection of aerial for Millom Mountain Rescue approved

 

Financial Matters

RESOLVED to pay the following from main account:

VH Management Committee repayment of VAT 00/01 £260.21

VH Millennium Project repayment of VAT 00/01 (bank transfer) £1338.06

British Telecomms telephone bill, Victory Hall (funds received) £59.90

Duddon Fire Protection fire extinguishers, Victory Hall (funds received) £271.43

The Clerk presented the accounts 2000/2001 - these had already been discussed at a meeting of the Financial Working Group, which had also carried out an internal audit of the accounts. The accounts were signed by the Chairman and Clerk ready for submission to the District Audit.

Wilson Park

Work was underway by Tom Glessal to clear the existing drains.

Cllr Hadwin reported that a picnic seat was rotten, the spring horse broken and the aerial runway had no bark under it. Permission was given by the Council for him to buy the necessary materials to rectify the problems, and to present the bills to the Clerk. The climbing net had been taken down as it was being continually cut by children.

Although the Clerk had asked Mr Coxon to cut the grass two weeks ago, it still had not been done. Cllr Barker to contact him.

Whit Fair

Help from the Council had been requested from Mary Jardine - some of the Councillors volunteered to help on the day.

Web Site

The Clerk suggested that he could set up a simple web site for Duddon Parish Council, which would be independent from the Broughton site but linked to it. This would enable the site content to be changed whenever necessary, and it would then be kept up to date. A draft site was demonstrated on a portable PC. The cost would be in the order of £35 + VAT.
RESOLVED that the Clerk set up the site and be reimbursed for the actual cost. It was hoped that, once it was up and running, Councillors and others would provide some of the content.

Councillors’ Reports

After hearing reports from Councillors, the following actions were requested:

Highwayman (Cllr Curwen) to take up the problem of holes in the road at Broughton Mills reported by Cllr Harrison.

Clerk to contact owners of land adjacent to lower Foxfield Road to ask that hedges be trimmed back.

Cllr Curwen to contact Stagecoach regarding complaints about a double-decker bus mounting the pavement along Princes Street.

Date of Next Meeting

The Clerk gave each member a copy of Draft Standing Orders which he had drawn up, for consideration and possible adoption at the next meeting.

There being no further business, the meeting closed at 9.45 pm and the next meeting set for 28 June 2001.
