DUDDON PARISH COUNCIL Minutes of the meeting held on Thursday 24 March 2005 in the Green Room, Victory Hall, Broughton-in-Furness Present Cllr Mrs L Burch (Chairman), Cllr H J Barker, Cllr J Batten, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr D Hoggarth, Cllr Mrs J Johnson, Cllr Mrs E Knowles, Cllr RG Webster Apologies Cllr B Hadwin 23/05 Minutes It was RESOLVED that the Chairman sign the minutes as a correct record. 24/05 Matters arising Re 16/05 it was noted that the cost of repairing the Victory H all had been met by insurance. Re 21/05 iii) it was reported that Cllr Hadwin had cut and sprayed the brambles. Adjournment of meeting for Public Discussion PC Tony Howson reported the following recent crimes: the theft of a complete bathroom suite from a garage in Foxfield; a car break-in at the Duddon Bridge layby; a break-in at a house in Bush Green (saying that break-ins at dwellings were rare in the area) and the shooting of a cat with an airgun at Castlewray. The shooting appeared to be one of several similar incidents in the area. PC Howson appealed for people to report all crimes and suspicions – however small – to enable data to be gathered to help detection. He also reported that attempts were ongoing to trace the owner of a VW Polo vehicle parked long-term by the auction mart. The clerk presented the following correspondence received:
After considering the correspondence, it was decided to take the following action: 1096 Send card in support of campaign to MP 1097 Write to Furness and South Cumberland Supply about the damaged wall 1103 Write to Mark Hodgkiss at CCC in support of improved public bus service 1116 i) Contact Kepplewray Centre for advice and help ii) Respond to Ann Kayani, explaining actions 25/05 Planning Applications No planning applications had been received. 26/05 Financial Matters It was RESOLVED to pay the following from the main account: E.On Engery Street lighting for March £31.89 Victory Hall Man. Cttee. Room hire £37.50 CALC Annual subscription £161.00 E Essery Clerk’s half-yearly payment £762.23 Stage Systems per Victory Hall – modular staging £3383.61 Northern Stage Services per Victory Hall – hire of lighting desk £95.18 Business Gas per Victory Hall – gas £457.20 27/05 Victory HallCllr Barker drew attention to the lack of involvement of trustees with the management committee, saying it was important to work together. He expressed concern about Broughton Film Club’s plans to install its own equipment in the Victory Hall, which had not been discussed with the trustees and the implications not considered. It was RESOLVED to ask an officer of the Film Club to attend the next Council meeting to outline the club’s plans and answer any questions. Cllr Glessal, as DPC’s representative on the management committee, said that the Council would from now on be receiving minutes and balance sheets. It was noted that invoices for VH expenditure on which VAT was to be reclaimed must be made out to Duddon Parish Council but this was not always happening. It was RESOLVED to write to the VH manager insisting that invoices were addressed correctly otherwise payment would have to be withheld. 28/05 Street lighting It had been established that the best location for a new streetlight was by the Manor Arms. Cllr Barker had contacted United Utilities and was to submit a plan and request a quotation. The Council would then need to contact LDNPA requesting they pay the difference in cost between an ordinary lantern and a Victorian lantern. It was noted that the electricity supply at the corner of Princes Road and Station Road has been taken out but would automatically be reinstated. This should be at no cost to DPC. 29/05 Carpark A letter received from Mr and Mrs Willis’s solicitor regarding rights of access on Occupation Lane was read out. It was agreed that legal advice was needed and RESLOVED that the Chairman seek information from Mr Alcock initially. 30/05 Recycling There was still nothing further to report on this subject. 31/05 Wilson Park Cllr Webster gave an update on the regeneration work. There was still work to be done and he was hoping to involve the school. The CGP Duddon Parish Trust Fund had approved a grant of £4,000 towards a new see-saw and John Malyj had been given the go-ahead to install this. Cllr Webster was looking into the Landfill Tax Credits Association as a source of funding. A ‘model’ play area at Newton had been almost entirely funded by this. 32/05 Clerk vacancy Three applications had been received for the post. It was RESOLVED that Cllrs Burch, Barker, Batten and Webster would make up the interview panel and feed back their views at the April meeting for the full Council to make its decision. Interviews would take place on 12 April. The clerk would circulate copies of letters and CVs to all councillors so that they could contact the interviewers with any comments or queries. 33/05 Any Other Business After reports from each councillor, the following actions were requested: i) Clerk to write to Mr Varty, thanking him for his support on lighting matters ii) Clerk to write to Mr McClure, asking him to remove debris from hedge laying which was restricting visibility on Five Arches Road iii) Clerk to write to Tim Collins MP, expressing concern about the planning appeal decision on the redundant barn at Hall Dunnerdale iv) Cllr Curwen to pursue problem of potholes in Woodland and sinking road at top of Bank End 34/05 Date of Next Meeting There being no further business, the meeting closed at 10.05pm and the next meeting set for Thursday 28 April 2005.
