DUDDON PARISH COUNCIL Minutes of the meeting held on Thursday 25 March 2004 in the Green Room, Victory Hall, Broughton-in-Furness Present Cllr Mrs L Burch (Chairman), Cllr H J Barker Cllr J Batten, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr B Hadwin, Cllr D Hoggarth, Cllr Mrs J Johnson, Cllr Mrs E Knowles, Cllr R Webster Apologies None. All present. The Chairman welcomed Cllr Webster to his first meeting. 27/04 Minutes It was RESOLVED that the Chairman sign the minutes as a correct record. 28/04 Matters arising Re 24/04, Cllr Batten reported that the cattle grid had been fixed and that the bins at Bank End had been emptied but those further up the valley had not. Re 24/04 Cllr Hoggarth reported that the fencing in The Square was to be reinstated Adjournment of meeting for Public Discussion Mrs Morgan noted that there had been problems with the bottle bank. Notices had been removed (but since replaced) and the container needed emptying. It was reported that the recycling officer at SLDC could no longer be contacted directly and the problems lay with the contractor not the District Council. Mrs Morgan also noted that the public notice board was very untidy and not big enough, and asked whose responsibility it was. Mr W. Atkinson noted that Broughton’s roads and paths were not being kept clean. The frequency of street sweeping at once a month was considered inadequate. Cllr Barker had identified a local resident who may be prepared to act as cleaner/handyman but had not yet approached him. Mr Weeks gave notice of a public meeting to be held at the Victory Hall concerning local policing, the doctors’ surgery and the possibility of purchasing DVD projection equipment for the Hall. The meeting was decided upon at the Victory Hall AGM and was to take place on Thursday 1 April. Richard Weeks Victory Hall maintenance 799 Countryside Agency Lynne Fox Vital Villages programme 800 Cumbria Highways Tony Beaty Community Speed Watch signs 801 CALC Home Office Policing questionnaire 802 B'ton Marketing Group Enid Warwick Thank youAfter considering the correspondence, it was decided to take the following actions: 784 Clerk to send copy of Duddon Parish plan to Bob Sutcliffe. 792 Cllr Burch and Cllr Curwen to attend SLDC meeting on waste minimisation and recycling scheme at Swarthmoor Hall on 30 March. 798 Council to make available £1,000 to the Victory Hall Management Committee towards structural work on the building. A cheque would be drawn at the next DPC meeting, for payment into a new bank account to be opened by the Committee. The Council stipulated that the money should not be used for routine maintenance work and that one of its representatives on the Management Committee should be a signatory on this account. 798 Cllr Webster to be appointed as an additional DPC representative on the Victory Hall Management Committee. 30/04 Planning Applications Cllr Hadwin declared a prejudicial interest in planning application SL/2004/0331 and withdrew from the meeting. Essery Clerk’s half-yearly pay £778.14 Rexel Senate per Victory Hall electrical supplies £42.77 Rexel Senate per Victory Hall electrical supplies £7.29 Julie Clucas per Victory Hall supplies £53.15 32/04 Notification of Change of Interests and Dispensation The clerk distributed forms for councillors to fill in to notify SLDC of additional interests, and advised what needed to be declared. She passed round a letter written to the Monitoring Officer on behalf of the councillors, seeking dispensation for the councillors to act as trustees of the CGP Duddon Parish Trust Fund. Councillors duly signed the letter. 33/04 Doctors’ Surgery It was noted with dismay that the planning application for the new doctors' surgery had been withdrawn. It was understood that this was on the advice of the Planning Officer. It was noted that the amended access plans were not as recommended by councillors who attended the site meeting. Councillors again expressed their dissatisfaction at the way in which LDNPA had dealt with the application. 34/04 Community Speed Watch The clerk reported that warning signs to the approach roads were to be fixed the following week. Roger Mallett was putting together an information pack for volunteers and would soon be carrying out the necessary training. It was RESOLVED to order a reconditioned radar gun, provided this came with new batteries and a standard guarantee. This could be done within a week. 35/04 Wilson Park It was RESOLVED to accept the suggestion of Cumbria Woodlands to make a joint bid with the Broughton Tower Estate landowner, Capita, for funding to enhance the park. Cllr Knowles reported that the Wilson Park AGM had attracted new people with fresh ideas. A meeting was to be held the following week to address fundraising and grant applications. There were plans to consult young people on how they wanted to use the playing field. The Council gratefully accepted the offer of a contribution from Parish Pump funds towards repairing the embankment slide and providing safety surfacing and RESOLVED to apply to the CGP Duddon Parish Trust Fund for the balance. Councillors RESOLVED to accept the quote from Fish Landscapes and instructed the clerk to give the go-ahead. 36/04 Foxfield Station set-down/pick-up point The clerk reported telephone feedback from Steve Braithwaite, Route Manager at Amey Mouchel. The proposed set-down/pick-up point would not be funded as part of the Highways Agency A595 improvement scheme, since it was categorised as an access issue and not a safety issue. As the road was to be detrunked, Cumbria County Council would assume responsibility. The scheme could either be funded by CCC after detrunking or, if the County Council saw fit, it could be actioned as part of interim measures AmeyMouchel, as Highways Agency contractors, are carrying out on behalf of CCC. It was RESOLVED to write to County Councillor, Oliver Pearson, about this matter, enclosing copies of previous correspondence 37/04 Any Other Business Cllr Barker reported from his attendance at the Victory Hall AGM that Inspector Spedding was keen to have a police officer situated at the Victory Hall as part of a community policing initiative. The officer would use the manager’s office on a part-time basis. He further noted that the fence had been removed from land at Foxfield and that the wall on the site was in a poor state. This would need attention in due course. Cllr Curwen reported that a new fingerpost had been ordered for the Five Arches road. After reports by each councillor the following actions were agreed: i) Cllr Barker to investigate the faulty street light on the corner of Princes Street. ii) Cllr Curwen to investigate the problems of water on the road at Troutal and damage to the roadside wall at Rawfold. iii) Cllr Curwen to pursue the problem of unfilled potholes in New Street. iv) Clerk to write to Two Castles Housing Association, requesting that its tenants do not park in places reserved for senior citizens at Kepplewray. 38/04 Date of Next Meeting There being no further business, the meeting closed at 9.50pm and the next meeting set for Thursday 22 April 2004. |
