Apologies Cllr Mrs R Read 27/03 Minutes It was RESOLVED that the Chairman sign the minutes as a correct record. 28/03 Matters Arising Re 25/03 – councillors’ reports, it was noted that highways defects at Gillet and the triangle and the flagstones in Princes Street had been repaired but the hole outside Mr Albion’s house still had not been repaired. It was also noted that some litter remained at the recycling facilities but that some had been removed. The bins were not being emptied frequently enough and complaints were still being received from the public. Cllr Curwen reported that 190 metres of new piping was to be laid in Foxfield Road at a cost of £34,000 to improve the sewage system. Adjournment of Meeting for Public Discussion Mrs Morgan reported that the ‘Have your say’ session at the Methodist Chapel had been well attended and that representatives had been receptive to comments. She also commended the work recently done by the LDNPA on improving the old railway line. Mr T Atkinson read out a letter of complaint to the Council regarding Cllr Barker’s conduct and requesting a written response. Cllr Barker strongly denied the allegations. Mr Atkinson was requested to submit the complaint in writing to the clerk so that a written response could be sent. A number of councillors voiced the opinion that the issue was a personal one and not a Council matter. 29/03 Correspondence The clerk presented the following correspondence received:
After considering the correspondence, it was decided to take the following action: Clerk to write to SLDC to support the extension of the X7 daytime service to Broughton via Kirkby. Clerk to write to Capita, stating that strengthening work to Shop Bridge should ensure the bridge was strong enough to take the weight of a cement mixer. Also asking to be informed as soon as possible when and for what duration work was to be carried out. Clerk to write to LDNPA, requesting that they amend clerk’s name and address and give more notice of site meetings. 471 Clerk to write a letter of appreciation to Mr Jayne for his help and good work. 30/03 Planning Applications 7/2003/5126 1 Broom Hill Mews Annex and sun lounge approved 7/2003/5156 Hobkinground Farm Rebuild and reroof section of barn to install antenna approved 7/2003/5162 Baskell Farm Rebuild existing overhead line approved 5/03/0624 Bush Green Cottage Alteration and extension, approved erection of greenhouse 5/03/0642 Furness & S Cumberland Supply New warehouse and office approved accommodation - Foxfield 31/03 Financial Matters It was RESOLVED to pay the following from the main account: BT per Victory Hall – phone bills £182.16 Terry Chemicals Ltd per Victory Hall - supplies £69.75 British Gas per Victory Hall – gas supply £137.56 Stannah Lift Services Ltd per Victory Hall – lift service and repair £339.45 TXU Energi street lighting invoice for January £31.54 CALC Local Council Review subscription £11.59 Impact Council Accounts software support £55.00 32/03 Wilson Park It was RESOLVED to arrange for monthly inspections of the children’s play area by SLDC. Cllr Knowles reported that a grant of £4,750 had been secured from SLDC towards improving the playing field. 33/03 EP Barker Grave Trust Cllr Barker reported that he had visited Elizabeth Barker in the last few days to discuss grave maintenance with her and give her a copy of the Trust deed. All was currently in order and no further action was needed at this time. 34/03 Cash machine in Broughton Cllr Curwen had spoken to both the post office and Barclays about this matter. The post office had requested that discussions be postponed until the new pension payment arrangements came in at the beginning of April. It was RESOLVED to hold this item in abeyance. 35/03 Any Other Business Cllr Curwen reported that cameras would begin to monitor the need for improvements on the A595 from 12 April. A wall was to be built at Foxfield station as part of a new scheme of repairs to that stretch of the road. After reports from each councillor, the following actions were requested: Clerk to write to LDNPA requesting replacement of ‘no camping’ notice at Ulpha Bridge. Cllr Curwen to discuss with Area Engineer, Nick Raymond, residents’ complaints about the final surface of the rebuilt High Pitcher Bridge in the Duddon Valley. Cllr Curwen to pursue the problems of a blocked drainage point on the Gillet to Manor road and potholes in the lower Duddon Valley. Cllr Curwen to check whether land by Brookside has been cleared. Clerk to write to Anne Nixon on behalf of DPC as trustees of the Victory Hall, thanking her for her service. ‘Village of the Year’signs for Broughton to be put on the agenda for discussion at the April meeting. 36/03 Date of Next Meeting There being no further business, the meeting closed at 9.10pm and the next meeting set for Thursday 24 April 2003.
