DUDDON PARISH COUNCIL

Minutes of the Meeting held on Thursday, 28 June 2001 in the
Rankin Room, Victory Hall, Broughton-in-Furness

Present

Cllr Mrs L Burch (Chairman), Cllr H J Barker (Vice Chairman), Cllr J W Curwen, Cllr B Hadwin, Cllr J S Batten, Cllr Mrs R Read, Cllr Mrs E Knowles, Cllr Mrs V Glessal.

Minutes

RESOLVED that the Chairman sign, as a correct record, the minutes of the meeting of the Council held on 24 May 2001.

Matters Arising

Cllr Curwen had contacted Stagecoach regarding complaints about double-decker buses mounting the pavement along Princes Street, and had asked that they be routed down Foxfield Road. Cllr Barker had reported a Stagecoach bus taking the short-cut at Grizebeck.

Mrs Hannah had complained about the hedges and verges in Foxfield Road - these had now been cut back.

Adjournment of Meeting for Public Discussion

The Trails Officer for LDNPA, Mr David Robinson, informed the Council about the revised costs for the repair of Walna Scar Road. The Council had already agreed in principle to help with the residual costs together with Torver and Coniston Parish Councils. If the project went ahead, Coniston PC would put in the grant application and the exact cost to each parish would be notified before the July meeting. After the work is completed next year, it may be possible to conduct guided walks to explain the industrial heritage of the area. Cllr Curwen suggested that, as there was an old landfill site in the parish, it may be possible to obtain a further grant.

Rev Simon Paul confirmed that there would be a Civic Service at the church on 15 July, and hoped that everyone would attend.

Mrs J Morgan expressed the opinion that parking of cars on the streets was getting much worse and that she hoped the Council would move ahead with the provision of a car park. Cllrs replied that land was actively being sought. Mrs Morgan also asked if wheelie bins could be supplied.

Representatives from the Police reported that there had been quite a number of outhouse burglaries during recent weeks. Cllr Curwen said that there were still problems with call handling and that it took too long to get through to the police. It was stressed that, if it was an emergency situation, everyone should use the 999 service, One of the problems with call answering was that the caller did not receive a message to say that they were in a queue. It was decided to sent a letter to the Chief Constable pointing out this possible improvement.

After considering the correspondence it was decided to take the following action:

142 Reply to each point made - most of the work is in hand and Council suggest that youth of Broughton could organise a cleanup.

147 Suggest a meeting between 2 Councillors (Cllr Barker, Cllr Mrs Knowles) and 2 members of the 2001 Committee to discuss whether it was feasible to apply for a Vital Villages grant. Clerk to arrange and to be present.

148 Clerk to write letter of objection to the proposed change in the elected MP for the area, and that all services were in Kendal, not Barrow.

Planning Applications

The following planning information had been received:

Financial Matters

RESOLVED to pay the following from main account:

Mike Berry mower service and petrol £25.60

Continental Landscapes Play chippings (Wilson Park a/c) £300.00

Mike Dearden purchase of web site www.DuddonParishCouncil.org £39.99

NORWEB lighting invoices for March, April & May £66.20

Neat Ideas towels & bucket for Victory Hall (funds received) £51.68

Local Housing Problems

Cllr Curwen objected to the lack of control of who was able to rent Housing Association houses in Broughton. It was RESOLVED that the Clerk write to SLDC  to ask that they monitor the allocation of houses to ensure that more local people were able to get housing rather than importing problems from outside the area.

Standing Orders

RESOLVED that the draft Standing Orders circulated last month be adopted without change. Clerk to print and issue the document.

Councillors’ Reports

After hearing reports from Councillors, the following actions were requested:

To reintroduce "Any Other Business" instead of Councillor’s Reports to allow general points to be raised by any member of the Council, including the Clerk, or by the District or County Councillors. It was noted that no resolutions or decisions on expenditure could be made under this heading.

Mr Tom Glessal to asked to trim back the brambles in Wilson Park.

Clerk to write to North West Trains to point out the inconsistency between the Government’s policy on encouraging use of public transport, and the recent unilateral decision to cease stopping at Foxfield and Kirkby for certain trains.

Clerk to contact CCC to ask that the problem of gravel spillage from the new bungalows on Kepplewray Hill on to the pavement. This is considered to be dangerous on a steep hill.

Clerk to obtain information on land price from Carter Jonas in Kendal.

There being no further business, the meeting closed at 9.45 pm and the next meeting set for 26 July 2001.
