DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 22 July 2004 in the Green Room, Victory Hall, Broughton-in-Furness

73/04 Minutes

It was RESOLVED that the Chairman sign the minutes as a correct record.

74/04 Matters arising

Re 65/04 the clerk confirmed that she had spoken to PC Howson about BT’s proposals and written to Inspector Spedding.

Re 66/04 item 901, it was noted that no reply had been received. It was RESOLVED that the clerk should write once again to Jayne Kendal with a copy to Elizabeth Barker.

Re 71/04 item i), the clerk’s request had been well received and passed to the appropriate person within United Utilities but it had not been possible to make contact with him.

Adjournment of meeting for Public Discussion

No members of the public were present. PC Howson reported that a side window of a vehicle parked on Wreaks Level had been smashed.

He asked about arrangements for Charter Day and confirmed that the same operational order was to be enforced as in previous years.

After considering the correspondence, it was decided to take the following action:

909 Clerk to write to Mr Miller confirming Council’s willingness to extend his tenancy agreement

915 Clerk to write in support of action on litter bin and suggesting similar at Duddon Bridge.

916 Cllr Webster to respond to consultation on DPC’s behalf.

921 Clerk to acknowledge letter and outline action agreed under items 9 and 10

Re 908 Cllr Webster fed back on the voting and reported that W Barr had been elected as parish member to LDNPA. It was noted that Cllr Webster has gained votes from outside Duddon Parish.

76/04 Planning Applications

The following planning applications were recommended for approval:

78/04 Wilson Park

It was noted that the refurbishment of the embankment slide and installation of new safety surfacing has still not taken place. It was agreed to send a copy of the latest play area inspection report to Cllr Hadwin, asking him to enquire when the work might be done. Discussion on further action to be deferred.

79/04 Sustainable Development Fund

The clerk confirmed that £3000 was available to fund up to 80 per cent of the cost of suitable projects in Broughton West. These could include a replacement Parish Council noticeboard and improvements in Wilson Park. It was RESOLVED to send a specification for a new (larger) noticeboard to John Gibson, requesting a quote. An application for funding would then be made for this, and for improvements to the play area once details had been determined.

80/04 Doctors Surgery

The lack of progress with plans for a new surgery building and absence of information was noted with dismay. It was RESOLVED to write to the Duddon Valley Medical Practice Manager, with a copy to Peter Clucas, the responsible architect, urgently requesting information on the current situation and seeking to expedite plans.

81/04 Car Parking

It was RESOLVED to submit an outline planning application for a carpark on land belonging to Mr Nicholson adjacent to the proposed site of the new doctors surgery. The clerk was instructed to obtain the necessary forms from LDNPA. Cllr Curwen undertook to visit the Land Registry Office in this connection.

82/04 Any Other Business

After reports from each Councillor, the following actions were agreed:

i) Clerk to write to Network Rail complaining about its failure to keep the signal box at Foxfield station fully staffed.

ii) Chairman to purchase flowers for Charter Day.

iii) Clerk to chase Mr Vickers for rent arrears and enquire whether he still wishes to rent land from the Council.

iv) Cllr Curwen to pursue with the relevant authorities the cutting back of trees at Wallowbarrow Farm, Five Arches Road and elsewhere within the Parish as required.

83/04 Date of Next Meeting

There being no further business, the meeting closed at 8.55pm and the next meeting set for Thursday 26 August 2004.
