DUDDON PARISH COUNCIL Minutes of the meeting held on Thursday 27 January 2005 in the Methodist Chapel, Broughton-in-Furness Present Cllr H J Barker (in the chair), Cllr J Batten, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr B Hadwin, Cllr D Hoggarth, Cllr Mrs J Johnson Apologies Cllr Mrs L Burch, Cllr Mrs E Knowles, Cllr RG Webster 1/05 Minutes The following omission to the minutes of the December meeting was pointed out: under 137/04 Cllr Curwen reported that the LDNPA supported maintaining the trunk road status of the A595 between Sellafield and Greenodd. This noted, it was RESOLVED that the acting Chairman sign the minutes as a correct record. 2/05 Matters arising There were no matters arising. Adjournment of meeting for Public Discussion PCs John Baldwin and Claire Slater reported a second break-in and theft of cigarettes at CGP Pitstop at 5.00am on 11 February. The same method was used as in the previous theft. Two males aged late teens/early 20s were seen by the postman but could not be apprehended. The police representatives explained that police resources were allocated on the basis of perceived need and encouraged the reporting of all crimes. They also reported that Farmwatch was up and running in the area and encouraged people to report any suspicions. Mr Welsh thanked the Council for its support in his recent complaint to LDNPA and summarised the course of events and current situation. Cllr Curwen had contacted the relevant officers and spoken to Mr Tiplady on the matter. It was noted that the Council had still not received a response to its letter of 2 December. Councillors resolved to press for a reply and agreed that there was nothing more that the Council could do. Mrs Morgan noted that the fingerpost needed attention. It was noted that this was not the responsibility of the Parish Council and it was RESOLVED to identify and contact the person responsible. Mrs Morgan also noted that the gutters were not being properly cleaned. The clerk presented the following correspondence received:
After considering the correspondence, it was decided to take the following action: 1042 Write to LDNPA expressing concern at its decision 1050 Contact Steve Waring to ensure the Council had up-to-date information. 1055 Place item on agenda for discussion at next month’s meeting 4/05 Planning Applications The following planning application was recommended for approval: SL/2004/1588 Coal Gate Farm, Broughton Static caravan for farm worker 5/05 Financial Matters It was RESOLVED to pay the following from the main account: E.On Energy Street lighting for January £31.89 Methodist Church Room hire £10.00 Impact Accounts software support £55.00 Powergen per Victory Hall – electricity £372.04 Xentronic ltd per Victory Hall – D1 A board £190.35 Bryan Readhead per Victory Hall – accounts £70.50 Julie Clucas per Victory Hall – dry rot spray £28.09 Rexel Senate per Victory Hall – light bulbs £11.24 Business Gas per Victory Hall – gas £314.74 Viking Direct per Victory Hall – stationery £43.97 O’Connell & Bean per Victory Hall – gas boiler service £227.95 Agrilek per Victory Hall – system servicing £137.01 Stage Systems per Victory Hall – modular staging £12525.85 6/05 Wilson Park It was noted that Cumbria Landscaping had failed to submit its quote for carrying out improvements to the park. The quote from Continental Landscapes was presented and, since it was within budget, it was RESOLVED to accept this and arrange for the work to be started as soon as possible. The council noted the help given by the local LDNPA staff and volunteers and agreed to write to thank them. It was further RESOLVED to put in an application to the CGP Duddon Parish Trust Fund for funding to replace the seesaw. 7/05 Carpark Mr Clucas had agreed to act for the Council in this matter but required more information in order to submit the details required by the planning authority. He was willing to discuss this in person at a Council meeting but was unable to attend this month due to prior commitments. As a priority, a site meeting with Mr Clucas, Mr Nicholson and Mr Whitehead of the Highways Agency was required. Cllr Curwen had undertaken to arrange this. 8/05 Local charities It was RESOLVED to hold a special meeting on Wednesday 16 February to review the situation regarding local trusts and charities and appoint trustees where necessary. 9/05 Street lighting It was RESOLVED that Cllr Barker would contact Mr Harper of Cumbria Contract Services to discuss situating an additional street light close to the Manor Arms. The Council would need to request that LDNPA make up the difference in cost for a lamp which met conservation area requirements. 10/05 Electricity meter It was agreed that a meter would not be a viable solution to the Christmas tree lights issue due to the cost, inconvenience and possible risk of vandalism. It was RESOLVED that Cllr Barker would contact P & L Lighting about the matter. It was further RESOLVED to pursue the subject at a subsequent meeting, following discussion with lighting contractors and the management of the Manor Arms. 11/05 Any Other Business After reports from each councillor, the following actions were requested: i) Cllr Curwen to chase necessary road repairs in Woodland. ii) Councillors to contact Cllr Curwen with possible new sites for Broughton’s recycling facilities, since the Auction Mart needed to regain use of the existing site. Cllr Curwen to speak to the Recycling Officer on this subject and item to be put on next month’s agenda. iii) Clerk to write to Cllr Pearson, and Capita with copy to CCC chief executive complaining about continued lack of action in repairing the cattle grid at Whineray Ground. iv) Clerk to write to Cumbria Highways opposing reported plans to close the Corney Fell Road. It was noted with regret that the clerk had given notice to resign from her post with effect from 30 April 2005. It was RESOLVED to advertise as soon as possible for a replacement through CALC, on the Parish noticeboard and in the Parish Pump. 12/05 Date of Next Meeting There being no further business, the meeting closed at 9.50pm and the next meeting set for Thursday 24 February 2005.
