Present Cllr Mrs L Burch (Chairman), Cllr H J Barker, Cllr J Batten, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr B Hadwin, Cllr Mrs E Knowles, Cllr RG Webster Apologies Cllr D Hoggarth, Cllr Mrs J Johnson 13/05 Minutes It was RESOLVED that the Chairman sign the minutes as a correct record. 14/05 Matters arising Re 9/05 Cllr Barker reported that he had not yet been able to speak to Mr Harper. Re 10/05 Cllr Barker reported that he had contacted the lighting specialists and obtained advice on what was required. This would need to be pursued at a later date. Re 11/05 i) Cllr Curwen reported that an inspection had been carried out and some potholes filled in. It was noted that matters reported to the Highways Hotline were not being referred for action. Re 11/05 iii) Cllr Batten reported that – after an 18-month wait - a brand new cattle grid had been installed at Whineray Ground. Adjournment of meeting for Public Discussion No matters were raised by members of the public present. Mrs Morgan, who was unable to be present, had reported that the streets had been very well cleaned since the last meeting and wanted to pass on thanks for a job well done. After considering the correspondence, it was decided to take the following action: 1065 i) Write to Cumbria Landscaping confirming that a quotation received after the deadline and not available at the January meeting could not be considered ii) Seek quotes for grass cutting from Cumbria Landscaping, Duddon Services and Continental Landscapes 1072/1079 Place Broughton TIC on agenda for discussion at next month’s meeting 1073 Cllr Webster to respond 1080 Suggest land in Foxfield Road opposite Donkey Rocks as possible development site 15/05 Planning Applications The following planning applications were recommended for approval: 7/2005/5059 1A Griffin Street, Broughton Improvements to entrance steps SL/2005/0125 9 High Kepplewray, Broughton Rear extension 16/05 Financial Matters It was RESOLVED to pay the following from the main account: E-On Energy Street lighting for February £31.89 J Gibson New noticeboard £380.00 Woodcraft UK Wilson Park seat £735.55 Thomas Butler & Son per Victory Hall – legal fees £582.75 Roger Webster per Victory Hall - stage lamps £116.00 Lakes Roofing per Victory Hall – storm damage £2478.73 Richard Weeks per Victory Hall - battery £23.83 Terry Chemicals per Victory Hall – cleaning materials £27.99 BT per Victory Hall – telephone £34.49 BT per Victory Hall – telephone £34.49 BT per Victory Hall – telephone £90.00 T Glessal Wilson Park clearance £29.37 17/05 Wilson ParkCllr Webster updated the Council on the situation. It was noted that a grant of £2696 had been allocated by LDNPA for the regeneration of Wilson Park, which was not to include the children’s play area or playing field. Contractors had done much of the work but the track still needed to be done. It was noted that the contractors had not removed all the brash and should do so. Local ranger, Phil Clague, had organised LDNPA volunteers to carry out some clearance work An application for a replacement seesaw had been submitted to the CGP Duddon Parish Trust Fund. If this was successful the clerk would need to write to Mr Malyj requesting the supply and installation of the new seesaw. A group of councillors agreed to meet at the play area on 27 February to determine where it should be sited and what further action was needed. 18/05 CALC Survey The question relating to possible future functions to be performed by the Council was duly completed. 19/05 Recycling Since the meeting between Cllr Curwen and the SLDC Recycling Office had not yet taken place it was RESOlVED to defer this item until next month. 20/05 Carpark A meeting between Mr Clucas, Cllr Curwen, Mr Nicholson and Cumbria Highways engineer Mr Whitehead had taken place. Cllr Burch had received a letter from Mr and Mrs Willis’ solicitor stating that they would not allow access to a carpark over land to which they had title in Occupation Lane. Cllr Curwen suggested that rights of way could be challenged and legal advice from SLDC may be necessary. Mr Whitehead would not allow traffic onto Station Level because of poor visibility but Mr Clucas suggested that Mrs Earl’s land could be used for access in exchange for an allocation of land near her property further up. Cllr Curwen reported that Mr Clucas was to draw up plans. 21/05 Any Other Business After reports from each councillor, the following actions were requested: i) Cllr Curwen to chase replacement of missing cover outside public toilets ii) Cllr Curwen to report need to secure fallen gutter downpipe at public toilets iii) Cllr Hadwin to clear brambles overhanging footway at Kepplewray iv) Clerk to write to SLDC expressing interest in its market towns initiative v) Clerk to write to English Nature expressing concern at the installation of wooden as opposed to stone walkways on Duddon Mosses vi) Donate old noticeboard to Broughton Parish church following request from Mr Brian Wright vii) Post names of councillors and Parish Council contact details on noticeboard 22/05 Date of Next Meeting There being no further business, the meeting closed at 9.25pm and the next meeting set for Thursday 24 March 2005.
