DUDDON PARISH COUNCIL Minutes of the meeting held on Thursday 16 December 2004 in the Green Room, Victory Hall, Broughton-in-Furness Present Cllr Mrs L Burch (Chairman), Cllr H J Barker, Cllr J W Curwen, Cllr Mrs V Glessal, Cllr B Hadwin, Cllr Mrs E Knowles, Cllr RG Webster Apologies Cllr J Batten, Cllr D Hoggarth, Cllr Mrs J Johnson 127/04 Minutes It was RESOLVED that the Chairman sign the minutes as a correct record. 128/04 Matters arising Re 125/04 it was noted that the missing stop tap cover by the public toilets had not been replaced. Adjournment of meeting for Public Discussion No members of the public were in attendance. 129/04 Correspondence The clerk presented the following correspondence received:
After considering the correspondence, it was decided to take the following action: 1018 Grant Mr Miller permission to carry out proposed improvements to land owned by the Parish Council. 1020 Write to Mr Nicol congratulating the school on an excellent performance of ‘The Tempest’.
130/04 Planning Applications The following planning applications were recommended for approval:
131/04 Financial Matters It was RESOLVED to pay the following from the main account:
132/04 Duddon Parish Plan It was RESOLVED to send a copy of the Parish Plan to South Lakeland District Council and Cumbria County Council. 133/04 Appointment of charity trustees It was RESOLVED to defer this item until the next meeting, at which Cllr Barker would present an updated list of all relevant charities and a separate meeting would be scheduled for all interested councillors to attend. 134/04 Wilson Park With reference to the seesaw in the play area, Peter Clarke’s letter was noted. It gave details of a cost-effective type of rubber matting, suitable for laying directly onto grass, that could be used when replacing items of play equipment. He had left a sample with Cllr Hadwin. After further discussion with Phil Clague, Cllr Webster had submitted a revised Parish Partnership application to LDNPA for funds to improve the whole park area, since funding could not be granted to replace play equipment. The proposal included general clearance and cutting back, improving access, the removal of non-native trees and the possible planting of native species. A detailed plan was required to indicate where action was needed and quotes required for the work to be done. Cllr Webster had arranged a meeting with the head teacher to discuss how involvement of the school might help further LDNPA’s objectives. 135/04 Carpark The clerk had written to and discussed the application with Peter Clucas, who was willing to assist in providing the information required by LDNPA. Mr Clucas drew attention to potential problems regarding access, the requirements for which were likely to be more stringent for a carpark than for the proposed doctors’ surgery on the same site. The clerk had therefore made an initial written enquiry to the planning officer, requesting an indication of how the planning committee might view an application for the vital amenity of a carpark on the site, to help the Parish Council to determine how best to proceed. Cllr Curwen reported that he had spoken to the National Park Officer, Paul Tiplady, who was supportive. It was RESOLVED to request Mr Clucas to go ahead with the submission. The clerk stressed that this expenditure had not been budgeted for and an indication of costs was necessary. 136/04 Doctors surgery It was reported that the planning committee had recommended permission be granted for the planned development of the former Furness Supply site at its meeting on 9 December but amendments were being sought before this was done. It was hoped that the doctors’ surgery would be the first part of the development to go ahead. 137/04 Any Other Business After reports from each councillor, the following actions were requested: i) Cllr Knowles to provide Cllr Webster with a plan of Wilson Park ii) Clerk to place on the agenda for next meeting ‘additional street lighting’ and ‘electricity metre in The Square’ iii) Cllr Curwen to pursue the problems of the dip in the road at Hawthwaite level potholes in Woodland still not dealt with iv) Council to reject Aldingham Parish Council’s request to rent radar gun but to offer a demonstration of the equipment in operation Cllr Curwen reported that the public enquiry into the detrunking of the A590 was to take place on 20 April 2005. 138/04 Date of Next Meeting There being no further business, the meeting closed at 9.20pm and the next meeting set for Thursday 27 January 2004.
