DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 22 April 2004 in the Green Room, Victory Hall, Broughton-in-Furness

39/04 Minutes

It was RESOLVED that the Chairman sign the minutes as a correct record.

40/04 Matters arising

Cllr Barker was due to meet a prospective handyman the following day.

Re 37/04 i), Cllr Barker reported that he had fixed the faulty street light.

Re 37/04 ii) it was reported that both matters were being dealt with.

Adjournment of meeting for Public Discussion

Mrs Morgan drew attention to problems of car parking in The Square in the afternoons caused by school buses and coaches parked there inconveniently. She enquired whether times of school buses could be staggered to avoid congestion. It was suggested that coaches should not wait in The Square but should be directed to Station Level.

After considering the correspondence, it was decided to take the following actions:

804 Clerk to copy LDNPA vision statement for discussion at next month’s meeting

805 Cllr Webster to complete and return the Duddon Estuary Partnership questionnaire on behalf of the Council

808 Traffic Regulation Order to be put on the agenda for discussion at next month’s meeting

826 Clerk to obtain alternative insurance quotations

827 Cllr Barker to study housing provision report

828 Clerk to write in support of Amey Highways tender, stating the importance of proper pothole repair and drain clearance

830 Clerk to seek quotation for bus shelter roof repairs from Chris Hull. Cllr Barker to discuss cleaning and repainting with handyman

42/04 Planning Applications

44/04 Doctors’ Surgery

Information presented at the public meeting and the circumstances surrounding the withdrawal of the planning application were discussed. Following conversations with Peter Clucas and the practice manager, it was understood that the application was to be resubmitted with modifications to the access. It was noted that the situation had been reported to local MP, Tim Collins, and Lake District National Park Officer, Paul Tiplady. It was agreed that further action or representations from Duddon Parish Council were not appropriate at this stage.

45/04 Community Speed Watch

The clerk reported that volunteer training was to be completed the following week, after which the scheme would start operating under the co-ordination of Chris Pitts. Reflective jackets and waistcoats as approved by Roger Mallett had been purchased. It was noted that the warning signs to the approach roads did not have great impact but they were as agreed and ordered by the Council. Signs erected at the site of the watches would be much more visible.

46/04 Wilson Park

It was RESOLVED that Cllr Barker and/or Cllr Burch would attend the meeting in Wilson Park with Cumbria Woodlands and Capita on 26 April to discuss the funding of improvements to the park.

It was noted that the work on the perimeter fence had been completed and the embankment slide was to be done soon. The area would need to be cut back to prepare for this.

The clerk was instructed to get a price for hardwood chips to fill the pits in the children’s play area. Cllr Webster agreed to contact the LDNPA depot to seek their help in unloading and distributing the chips.

Cllr Knowles reported that the grant application to the Sports and Arts Foundation was unsuccessful.

47/04 CALC councillors event

Cllrs Barker, Burch, Glessal and Knowles opted to attend the evening session at Underwood Country Guesthouse on 29 April. Cllr Webster would check his availability and contact the clerk and the clerk would check with Cllr Johnson.

48/04 Any Other Business

After reports from each councillor, the following actions were agreed:

i) Cllr Curwen to follow up the failure of SLDC to empty the bin outside the park.

ii) Clerk to write to Paul Tiplady, requesting that plans be sent to the TIC for inspection by the public at the time details of planning applications were posted on site.

iii) Clerk to seek quote for installation of additional street light at Bush Green.

iv) Cllr Curwen to get potholes re-marked along the road to Torver from The Square.

Cllr Curwen reported a very disappointing attendance at the recent Neighbourhood Watch meeting. A viable scheme needed to be in place and more co-ordinators were required.

There being no further business, the meeting closed at 9.40pm and the next meeting set for Thursday 27 May 2004.
