DUDDON PARISH COUNCIL

Minutes of the Meeting held on Thursday, 25 April 2002 in the
Rankin Room, Victory Hall, Broughton-in-Furness

Present

Minutes

RESOLVED that the Chairman sign, as a correct record, the minutes of the meeting of the Council held on 21 March 2002.

Adjournment of Meeting for Public Discussion

A representative from Cumbria Police said that the only crimes to report were some cases of vandalism in the local school and parking of cars on the pavement near to the school entrance. Observations were made that there had been an increase in the traffic through the town since the temporary traffic lights had been installed by Moss Cottages.

Cllr Curwen reported that a Highways inspector had been to look at the feasibility of cutting back the rock face near Moss Cottages to allow heavy traffic to pass more easily.

Two members of the public complained about the moving forward of the March meeting by one week at short notice. Clerk replied that this had been done with the knowledge of the Chairman because he could not attend the meeting due to the bank holiday, and that the change had been advertised on notice boards, giving the prescribed amount of notice.

The amount of litter in the square and bus shelter was discussed, Cllr Curwen to ask SLDC to resume regular cleaning and the Clerk was to advertise for someone to look after the bus shelter.

The granting of access across parish land listed as Bleansley Bank in the Inclosure Award to the new owner of Kitscar Cottage was discussed. Mr M Stephenson thought that the Parish Council would be held in disrepute because it had not, in his opinion, extracted the maximum sum of money from the new owner for access. Councillors replied that the price had been set at approximately twice that recommended by the District Valuer, that this had been reached by negotiation with the owner and was thought to be a fair compromise.

Matters Arising

Cllr Batten need some help to drill and repair the stone in the square; Cllr Hadwin volunteered to help.

After considering the correspondence it was decided to take the following action:

158 Clerk to write to acknowledge and to explain the traffic situation in Station Road.

159 Clerk to write to acknowledge and assure that the the draft commons maps would be checked when issued.

153 Clerk to write to express concern about the proposed build-out and that the enclosed map was out of date.

142 Write to SLDC to oppose the installation of wind turbines for the reasons stated in October 2000. Copy to Cllr Curwen.

RESOLVED to pay the following from main account:

TXU Energi street lighting invoice for March £31.64

Cumbria Playing Fields Assoc annual fee £12.20

CALC annual fee £145.00

Wilson Park

Grants had been applied for refurbishment of the playing surface. It was decided to go ahead with seeding of the bare areas as a temporary measure..

Any Other Business

After reports from each Councillor, the following actions were requested:

Highwayman to report that nothing had been done about road sweeping at Woodland.

Highwayman to report the pot holes on the A593 road to Hawthwaite.

Clerk to write to Mr Fidler to report the build-up of rubbish on the A595 at Duddon Bridge.

Clerk to ask Victory Hall Management Committee for copy of AGM minutes and balance sheet. This had already been requested but not received.

Cllr Curwen reported that the road at Hobkin Ground had just been repaired and that the Broughton Moor road had been resurfaced. United Utilities were to open a site office on 1st May at Foxfield, which could be contacted regarding any problems with waste water installation. Furness Supply Co were to move to the industrial site at Foxfield, and it was hoped that the land off Station Road could be made into a car park.

Cllr Batten reported that, after clarification with SLDC, private household waste would continue to be removed from business premises free of charge - 2 bags per council tax payer.

Land at Bleansley Bank

A draft contract had been received from Mr Wrathall’s solicitor, but needed some work done on it, so John Ilett had been engaged to improve it. This would be sent to Mr Wrathall for approval and signing, and it was RESOLVED unanimously to then allow the Chairman, Vice-Chairman and Responsible Financial Officer to sign it on behalf of the Council.

Land at Foxfield

A final letter had been sent by Council’s solicitor to Mr Atkinson, if no action results he will be taken to court.

Date of Next Meeting

There being no further business, the meeting closed at 9.25 pm and the next meeting set for 23rd May 2002. The meeting for June was to be postponed for one week to 4th July 2002, and this was to be advertised in the Parish Pump to avoid further complaints from the public.
