DUDDON PARISH COUNCIL

Minutes of the meeting held on Tuesday 26 November 2002 in the Rankin Room, Victory Hall, Broughton-in-Furness

95/02 Minutes

RESOLVED that the Chairman sign, as a correct record, the minutes of the meeting held on 24 October 2002.

96/02 Matters Arising

Re 85/02 Cllr Batten reported that the cattle grids in the Duddon Valley had still not been repaired. The first cut of the bracken had taken place - far too late - at the very end of October. Councillors agreed that this was unacceptable and it was RESOLVED that a letter be sent to Oliver Pearson.

Re 93/02 (vi) Cllr Curwen reported that the owner of the trees blocking the street lighting in Foxfield Road had agreed to cut them.

Adjournment of Meeting for Public Discussion

No members of the public were in attendance. PC Howson reported the following incidents: on 22 October a Gameboy had been stolen from a bag at a construction site in Broughton; on 23 October a window had been smashed at a property in New Street; on 15 November the windscreen of a Royal Mail van had been smashed in Princes Street; between 18 and 19 November around two tons of slate had been removed from the roof of a barn at Galloper Pool, Foxfield. Burglaries took place overnight on 19 October at Foxfield Garden Centre and Melville Tysons. A few hours later a man was arrested at Foxfield station and charged with both offences.

PCs Howson and Mogford reported on a rural safety initiative successfully introduced in Cambridgeshire to help reduce crime and enable police time to be spent most effectively. Cumbria Constabulary aimed to set up a similar scheme in Broughton. A seminar was being held at the Bankfield House Hotel, Kirksanton on 4 December to explain the initiative and the police sought the Council’s participation and help in publicising the event to local people.

After considering the correspondence, it was decided to take the following action:

Clerk to complete questionnaire and request Council be kept informed of

Development Control site visits.

Clerk to write agreeing to Jayne Kendall’s request to make presentation at

January meeting.

386 Clerk to write to Nick Raymond adding following to programme of

works: repair of footway at end of Foxfield Road towards Bush Green;

lowering of footway outside The Manor PH, past the petrol station.

Clerk to write to High Furness Neighbourhood Forum, requesting details of

officers and number of members of the public attending each meeting.

Clerk to write to Nigel Sharp, giving permission to sell Christmas trees and

natural decorations but not manufactured goods.

RESOLVED to pay the following from main account:

100/02 2003/2004 Precept

It was RESOLVED to accept the revised budget proposals submitted by the clerk. The chairman, vice-chairman and clerk signed the paperwork requesting a precept of £3,900.00.

101/02 Street lighting

Quotes received for the supply of additional street lighting were discussed. Cllr Barker had met with the electricity supplier, who required a map to show where lights were to go. The costs of both the connection of the electricity supply and the hardware required varied and actual figures could not be given until the exact location of lights was determined. Cllr Barker agreed to try and establish this before the next meeting and it was RESOLVED to discuss the matter further then.

102/02 Freedom of Information Act

It was RESOLVED to adopt the model publication scheme endorsed by NALC, core classes 1-6 only, plus ‘parish plan’ as an optional document in class 5. The clerk would submit this to the Information Commissioner.

103/02 Wilson Park

Cllr Hadwin reported that the working group was applying for grants. Equipment was available to run a new year’s eve disco at the Victory Hall but someone was still needed to operate it.

It was RESOLVED to accept the quotation from Cumbria Landscaping to carry out grass cutting from next April.

104/02 Disputed land at Foxfield

The clerk reported that Mr Atkinson had telephoned complaining that bringing forward the November meeting from Thursday to Tuesday had not given his solicitor time to prepare a letter. He wished it to be conveyed to the meeting that the Council would be hearing further from his solicitor. Cllr Barker had consulted John Ilett who had suggested that title of the land in question should be registered with HM Land Registry. It was RESOLVED that Mr Ilett should be instructed to proceed.

105/02 Land in the Council’s ownership

It was RESOLVED that title of all pieces of land owned by the Council should be similarly registered once the Foxfield matter had been dealt with.

106/02 Trees in Broughton Square

Cllr Barker summarised a report from LDNPA officer Chris Greenwood, suggesting that oversalting could be the cause of symptoms displayed by the trees, which otherwise appeared to be in good health. Cllr Barker undertook to contact the salting contractor.

107/02 Any Other Business

After reports from each Councillor, the following actions were requested:

Clerk to write to Duddon Estuary Partnership with copy to CCC Director of Highways expressing support for a Duddon crossing. The matter had been raised at a DEP meeting attended by Cllr Hoggarth.

Clerk to write to SLDC legal department requesting the return of any documents it may hold on land belonging to the parish.

Clerk to examine files and accounts to check that rents due on land owned by the Council were being collected.

Cllr Curwen to continue to pursue the matter of the hole outside Mr Albion’s house.

There being no further business, the meeting closed at 10.05pm and the next meeting set for Thursday 19 December 2002.
