DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 19 December 2002 in the Rankin Room, Victory Hall, Broughton-in-Furness

109/02 Minutes

Cllr Barker requested a minor amendment to para. 106/02 of the minutes of the meeting held on 26 November 2002, being "....oversalting could be the cause of symptoms displayed by the trees.....". This noted, it was RESOLVED that the Chairman sign the minutes as a correct record.

110/02 Matters Arising

Re 107/02 (iii) the clerk reported that rent had not been received from Mrs Crayston or Mr Earl. It was RESOLVED that the clerk should check details of the land rented out and write to Mr Earl requesting payment, and that Cllr Barker would visit Mrs Crayston.

After considering the correspondence, it was decided to take the following action:

392 Cllr Curwen to look into boundaries of the proposed extension of the Morecambe Bay cSAC to include part of the Duddon Estuary SSSI.

397 Cllr Curwen to find out the loaded weight of a six-wheel vehicle. Clerk to write to Mr Elson expressing concern at any restriction under this weight and requesting the NFU be consulted.

398 Clerk to copy CALC training questionnaire and send to each councillor.

403 Clerk to advise Cllr Batten and determine if any other parties need be contacted

112/02 Planning Applications

No new planning applications had been received.

113/02 Financial Matters

RESOLVED to pay the following from main account:

TXU Energi street lighting invoice for November £31.54

TXU Energi street lighting invoice for September (cheque not received) £31.61

District Audit audit fee 2001/02 £293.75

VH Management Cttee. room hire £141.00

E. Essery postage £4.10

E. Essery travel expenses (4 return trips to Penrith for training) £55.00

Rexel Senate per Victory Hall - electrical supplies £9.22

Duddon Fire Protection per Victory Hall - fire extinguishers service £35.37

It was noted that the invoice from Agrilek Ltd for carrying out the annual electrical inspection and testing of the Victory Hall seemed excessive at £1051.74 and it was RESOLVED to take up the matter with the Victory Hall Management Committee.

114/02 Street lighting

After further discussion on the need for and cost of additional street lighting, no decision was reached and it was RESOLVED to revisit the issue at January's meeting.

115/02 Wilson Park

Cllr Knowles reported that the working group was pursuing grant applications. Gail Knopfel of Voluntary Action Cumbria had advised to apply for small grants and fund raise before applying to the National Lottery. The planned New Year's Eve disco would not take place as a liquor licence could not be obtained.

116/02 Disputed land at Foxfield

The clerk reported that Mr Ilett was now in possession of the Broughton Enclosures Award document. It was RESOLVED that, whilst this was the case, the Council should identify other pieces of council-owned land. Cllr Barker undertook to attend Mr Ilett's office to do so.

117/02 Trees in Broughton Square

Cllr Burch had received reports that falling twigs and branches, particularly near the bus shelter, were causing inconvenience. Branches were also obscuring the Coniston road sign. It was RESOLVED to write to LDNPA, asking whether the offending trees could be tidied up.

118/02 Any Other Business

After reports from each Councillor, the following actions were requested:

(i) Clerk to write to Stuart Pate, Director of High Highways, regarding flooding at the Follow Gates (Cllr Harrison feared an accident could be caused if excessive water on the road froze) and regarding the lack of black and white reflective posts in the Duddon Valley between Low Whineray Ground and Ulpha Bridge (Cllr Hoggarth noted the need for these to be replaced.)

(ii) Clerk to contact Eddie Clunan of Torver re letters sent to the Area Highway Engineer by Torver and DPC parishioners requesting a 40 mph speed limit on the A593. Copies had been handed to Cllr Knowles to bring to the meeting's attention.

119/02 Date of Next Meeting

There being no further business, the meeting closed at 9.10pm and the next meeting set for Thursday 23 January 2003.
