DUDDON PARISH COUNCIL

Minutes of the meeting held on Thursday 28 August 2003 in the Rankin Room, Victory Hall, Broughton-in-Furness

84/03 Minutes

It was RESOLVED that the Chairman sign the minutes as a correct record.

85/03 Matters arising

There were no matters arising.

Adjournment of meeting for Public Discussion

Mrs Morgan noted that telephones in Broughton Mills and Woodland had been out of service on two occasions, causing inconvenience to elderly people who depend on them. Councillors pointed out that BT had done well to restore the service so soon. Mrs Morgan also complained that the streets were dirty and suggested cars needed to be moved to allow proper cleaning. Cllr Curwen would look into this.

PC Howson reported the following crimes: between 1 and 4 August a metal container was broken into at Foxfield Business Park and the following items stolen: microwave oven, Stihl saw and lifting chains, over 1,000 litres diesel oil, fuel pump. Between 7pm on 6 August and 8am on 7 August a front light cluster was removed from a Landrover Discovery parked on New Street.

PC Howson also reported that between 11am and 5pm on Thursday 11 September the police would be issuing free Datadot security marking packs from the mobile police office in The Square. Having property security marked could reduce insurance premiums.

PC Howson offered dates of 15 – 18 September to hold a Community Speed Watch meeting to involve councillors, members of the Rural Safety Group and members of the public known to be concerned about speeding traffic in Broughton. The Council would agree the most suitable date and confirm this with PC Howson.

After considering the correspondence, it was decided to take the following action:

595 Clerk to write to Ministry of Transport enclosing photo of Village of the Year sign, requesting permission to keep them in situ.

598 Clerk to inform CALC that Cllr Curwen would represent Duddon Parish Council on the South Lakeland District Committee.

600 Clerk to refer correspondence to Duddon Valley Local History Group.

605 Clerk to copy Stuart Pate’s letter to all councillors.

622 Clerk to write to LDNPA in support of Wendy Batten’s complaint.

89/03 Traffic Problems in Broughton

Monday 15 September was selected as the most convenient date for the Community Speed Watch meeting.

It was noted that approval had not been granted to replace 30 mph signs with 20 mph signs in Broughton and this job did not appear on CCC’s work schedule. It was RESOLVED to write to Cllr Pearson, with a copy to Stuart Pate, asking why there had been a delay in approving a speed limit reduction.

90/03 Road Signs in Broughton

It was RESOLVED to write to John Bell, with a copy to Stuart Pate, asking for the Coniston road sign by the parking area in the Square to be raised. It was noted that, due to its species, cutting back the tree obliterating the sign on the opposite side was not a viable option.

91/03 Wilson Park

The following actions were RESOLVED:

i) Cllr Batten to produce and distribute notices asking for volunteers to help tidy and maintain the play area.

ii) Clerk to invite Mr Dawson to contact Cllr Hadwin with regard to repairing the perimeter fence.

iii) Clerk to write to SLDC, asking the authority to consider taking over the running of Wilson Park.

It was noted that alterations to a neighbouring wall did not cause a problem for access to the park.

92/03 Unitary Authority Arrangements in Cumbria

CALC’s draft submission to the Boundary Committee, which had been circulated previously, was considered and discussed. Because of its general nature and lack of specific proposals, councillors felt unable to make a useful response.

93/03 GP’s Surgery

It was noted that the Council had received no further information about arrangements for a surgery. It was RESOLVED to write to Morcambe Bay NHS Primary Care Trust, requesting information on decisions made, plans and timescales and asking to be kept up-to-date with the situation.

94/03 Any Other Business

Cllr Barker expressed annoyance at Ian Davidson’s article about Wilson Park in the August Parish Pump, claiming it to be inaccurate. He was considering submitting a response. After reports from each councillor the following actions were agreed:

i) Cllr Barker to speak to the owner of woodland near Bush Green, where the hedge was encroaching onto the road.

ii) Cllr Curwen to contact United Utilities about the hole in the road in New Street.

iii) Cllr Curwen to chase his request for verge cutting which should have been carried out before 1 August.

iv) Clerk to contact Royal Mail requesting the permanent re-siting of a post box in Foxfield which had recently been removed for safety reasons.

v) Cllr Curwen to request a litter bin to be placed at the entrance to the bridleway along the disused railway line.

95/03 Date of Next Meeting

There being no further business, the meeting closed at 9.45pm and the next meeting set for Thursday 25 September 2003.
