DUDDON PARISH COUNCIL

Minutes of the Meeting held on Thursday, 23 August 2001 in the
Rankin Room, Victory Hall, Broughton-in-Furness

Present

Minutes

RESOLVED that the Chairman sign, as a correct record, the minutes of the meeting of the Council held on 26 July 2001.

Matters Arising

Nothing raised.

Adjournment of Meeting for Public Discussion

Richard Weeks attended on behalf of the Broughton Community 2001 group and outlined the reasons why it would be benefical to the community to produce a Parish Plan. If this were produce, further grants could be sought for any community services or transport needs identifed in the plan. All this is being organised by the Countryside Agency under the Vital Villages grant aid project. The Clerk supplied the Councillors present with copies of the information supplied in the pack. After a discussion, it was unanimously RESOLVED to start work to prepare a Parish Plan and seek grant aid from the Countryside Agency. The appropriate form was completed and was to be sent off by the Clerk; this was to ask for further details on how to prepare a plan.

PC Howson told the meeting of four incidents in the area; one case of a vehicles tyres being slashed and items stolen, another of a valuable vintage mororcyle stolen from Woodland, and two incidents of tools and other valuables being stolen from the Sandgap Farm conversion site.

Mrs Morgan raised the point from the SLDC minutes that wheelie bins should be supplied on request; she also asked if there was any progress with making 2nd home owners pay full Council Tax. On the last point, Cllr Curwen said that it was still being pursued.

After considering the correspondence it was decided to take the following action:

223 Clerk to reply to say that this and other traffic problems were being pursued at County level, and to send copies of this and the letter from Mr R Boydell-Smith (211) to County Councillor Oliver Pearson.

200 Clerk to invite representatives to the September meeting to explain the scheme.

Planning Applications

The following planning information had been received:

7/2001/5387 Fell Foot Flat change of use to business approved

5/01/1821 Eccle Riggs Hall change of use of ground floor to opposed

The reason for opposing 1821 is the same as in 1999, when there was opposition to the conversion of the Hall into flats.

5/01/1859 Eccle Riggs Country Park change terms of caravan occupancy approved

Financial Matters

RESOLVED to pay the following from main account:

NORWEB lighting invoice for July £31.68

M Dearden Clerk's wages £429.00

Inland Revenue PAYE £121.00

M Dearden Clerk's Expenses £118.34

TechnoScript Ltd Printing/copying/box of envelopes £48.41

BT VH telephone bill (funds received) £60.12

Gopack Ltd tables for VH (funds received) £590.28

NORWEB VH electric bill (funds received) £1066.57

 

Wilson Park

It was reported that Tom Glessal had contacted the relevant person and arranged for the jetting of the drains, and was hoping to get started on the work soon.

Clerk’s Wages

In the absence of the Clerk, the wages for the year starting 1 September 2001 were set at the lowest point on the NALC scale, namely £1445.04. The Clerk thanked the members.

Any Other Business

The following actions were requested:

Clerk to write to Capita about the nasty dip in the road south of Boothwaite Nook.

Clerk to write to SLDC to ask if new metal lids could be fitted to the three large rubbish bins up the Duddon Valley.

Clerk to write to North West Water to state that excessive chlorination is still a problem in Broughton, and to ask whether the promised 2nd chlorination plant between Broughton and Askham is to go ahead.

There being no further business, the meeting closed at 9.25 pm and the next meeting set for 27 September 2001.
